Title III, LEP Student Subgrant Update

We are sharing this communication regarding the Elementary and Secondary Education Act, Title III, Limited English Proficient Student Subgrant Program 2013–14 Entitlement Update.
The purpose of this communication is to inform you that Title III, Limited English Proficient (LEP) Student Subgrant Program entitlement amounts have been revised and may now be accessed at the California Department of Education (CDE) Request for Applications Title III LEP Student Subgrant Program Web page at http://www.cde.ca.gov/fg/fo/r28/lep13rfa.asp. The fiscal year (FY) 2013–14 Title III, Part A, Limited English Proficient (LEP) Student Subgrant preliminary funding allocations has been revised based on updated information from United States Department of Education, California Longitudinal Pupil Achievement Data System, Consolidated Application and Reporting System, Pupil Estimates for New or Significantly Expanding Charters, late applicants, and available unallocated and carryover amounts. Local educational agencies (LEAs) will now receive $102.22 for eligible public and participating private school English learners. The original rate was $93.32.

Expenditure Reporting
via Consolidated Application and Reporting System
Direct funded
LEAs and consortia leads (not consortia members), that received a Title III,
Part A, LEP Student Subgrant for (FY) 2013–14
must submit expenditure reports. An LEA should only report for the
year(s) in which it was funded directly or the lead of a consortium. This report must reflect the total or year to date obligations. Expenditure
reporting is collected via the Consolidated Application and Reporting System

Federal
Cash Management Data Collection Program
Title III LEP and Immigrant Programs under the Elementary
and Secondary Education Act (ESEA) of 1965, as amended by the No Child Left Behind,
will utilize the Federal Cash Management Data Collection (CMDC) system. School
districts, county offices of education, and direct funded charter schools
awarded a grant under any of these programs must submit the CMDC report for a
particular quarter in order to receive an apportionment for that quarter; the
CDE will apportion funds to LEAs whose cash balance is below a certain threshold.

*Cash balance to be reported regardless of the fiscal year from which it originated
Should an LEA fail to submit the CMDC report for a reporting period, the CDE will not apportion funds to the LEA for that period. The CDE will release funding in the subsequent period if the LEA submits cash balance data that warrants the release.
