ELPAC Testing Legal Opinion: It appears that one-to-one assessments of students for the ELPAC can be administered and will not count as a “cohort” towards the “25%” limitation. The assessor will need to comply with the Industry Guidance for Limited Services.

English Learner Status:
Students who are enrolled on or before October 7, 2020, will be included in the 2020–2021 census data reporting. If Initial ELPAC testing is completed before November 13, 2020, CALPADS will be updated with the student’s English Language Acquisition Status, which will be reported for 2020–2021. Testing and scoring should be completed no later than November 12, 2020, to have CALPADS updated by November 13, 2020. This impacts LCFF funding for Unduplicated Students.
